Mobility stats of your tank are heavily interconnected.
To understand terrain resistances properly, make sure you also know what acceleration rates are.

What are terrain resistances?
Terrain resistance is also known as terrain/ground crossing capacity, or ground resistance.
These are a mobility balancing factor that is applies to a tank’s acceleration rate, and its traverse speed.
Terrain resistances are an in-game representation of your tank having better mobility performance on favourable terrain/surfaces that are easy to drive on, and having worse mobility performance on less favourable terrain.
3 terrain types
Hard terrain:
Favourable terrains are hard surfaces, these are paved roads, concrete surfaces, city areas, etc. Some dirt paths also count as hard terrain, but not all. This terrain type is where your tank has the best mobility, and it will feel the most mobile.
Medium terrain:
Less favourable terrain are medium surfaces. Medium surfaces cover the entirety of the map in WoT Blitz, the only areas that don’t count as medium terrain are the areas that are considered hard or soft terrain.
Soft terrain:
The worst mobility performance is produced by soft terrain. Soft terrain in WoT Blitz are water areas, such as rivers, lakes, ponds, puddles, etc. The top areas of climb spots such as the TD hills on Castilla also count as soft terrain.
Muddy and swampy areas are also meant to be considered as soft terrain, however this is only for WoT PC, in Blitz, muddy and swampy areas (such as the low grounds on Canal) count as medium terrain.
Maps and terrain
In game, the majority of maps are composed of:
80% Medium Terrain
20% Hard Terrain
Soft terrain is not present on all maps, and its easily distinguishable from medium and hard terrain, as you can visually see the water.
Medium and hard terrain are generally much harder to differentiate from each other, as there’s no easy visual distinction between them.
The amount of soft terrain you encounter is not noticeable. If you drive in water that’s usually a choice you knowingly make and therefore soft terrain resistance isn’t a large factor in mobility.
Since you encounter medium terrain so much, your medium terrain resistance will greatly affect how your tank moves in battle, and is thus the most important statistic to your mobility.
Exception: City Maps, where they are covered in about 80% roads and hard terrain.
How terrain resistances affect acceleration
Full in-depth explanation of this here.
As stated above:
-Hard terrain gives the best mobility performance.
-Medium terrain is the most commonly encountered terrain type, and hence is the most important mobility statistic.
-Soft terrain is the least encountered terrain type, and gives the worst mobility performance. Since you rarely ever encounter this terrain type, and there is such obvious visual distinction when you drive into it (its water, you can’t drive into it without knowing), this is the least important mobility stat and hence is never covered in tank reviews.
